Not all income is the same, some is given for a special purpose (restricted grants) and must be used for that purpose.  Other income is for the general fund.  Some income could be raised in the course of business (shows, sales of goods, etc.)  Each of these is treated differently, by donors and the government.  So we need to do the same.
